P1 Registration Within 1km: Do You Need to Have Lived There for 30 Months?
TestPapersFree · 2026-10-25 07:21:19
Moving into an address a year ago is not, by itself, the same as failing a requirement to have already lived there for 30 months. The important distinction is between your genuine address at registration and the residence commitment attached to gaining a place through distance priority.
Separate eligibility, distance and residence
First establish your child’s eligible registration phase. Then check which address you may use and the school-distance category for that address. Finally, understand the continuing residence conditions that apply if your child gains priority admission through distance.
MOE’s address guidance and distance guidance are the relevant starting points. The 2025 portal guide also illustrates a declaration requiring a child using the parent’s NRIC address to currently reside there and continue residing there for at least 30 months from commencement of that registration exercise if distance priority is obtained. Use current-year guidance for the applicable dates.
Why the address category matters
An address already occupied, an address of a property you have not moved into and an approved caregiver arrangement are not interchangeable situations. The required documents, conditions and relevant timelines can differ. Do not apply an example for one category to another.
If you moved recently, prepare the facts before contacting the school or MOE: the child’s registration year, actual residence, parents’ recorded address, move-in date and the address category you intend to use. Ask them to confirm the applicable rule and required evidence for that situation.
Being within 1km does not guarantee admission
Distance is one part of an admission framework that also includes registration phases, citizenship priorities and vacancies. A school may still be oversubscribed within a priority category. Do not interpret being able to submit an application as confirmation of a place.
Use MOE’s current school-distance tools and published registration guidance rather than an estate agent’s estimate or a neighbour’s result from a different year. Keep an alternative school plan that works for daily travel and care arrangements.
Check the exercise year, not only the P1 start year
The registration exercise normally concerns entry the following year. For example, a family preparing for the 2027 exercise is planning for a child starting P1 in 2028. MOE has announced framework changes for that exercise; read the official changes page before relying on a previous cohort’s distance experience.
This is particularly important when comparing forum replies. A reply can accurately describe what happened to one family while no longer describing the framework for your child’s exercise.
A practical preparation checklist
- Confirm the child’s registration exercise and eligible phases.
- Identify the address category and check the current official conditions.
- Verify the school-distance category using the official tool.
- Ask MOE or the school about any unusual residence situation before registration.
- Keep the school-choice decision grounded in travel, care and the child’s needs.
Registration is an administrative process, not a test-paper assessment. Our primary paper library is a separate resource for later learning on topics already taught; it does not establish P1 eligibility or readiness.
Question that prompted this guide: Can I still apply for schools within 1km?. This is an original TestPapersFree response, not a reproduction of forum replies. Prepared 25 October 2026; check the linked official guidance for your child’s cohort.
